Measurable impact

The Province of Zeeland defined measurable effect indicators for the  Sustainable Procurement Plan.

Province of Zeeland selected 7 impact indicators. The measurement starts at the time when the contraced is signed. During the contract phase the effect is monitored and discussed to learn how to make impact.  

Procura+ Award

The Province of Zeeland won the Procura+ Award for their Sustainable Procurement Plan.

Field Station

The Provincie of Zeeland selected a building team for the detailed design of a sustainable field station.

sharing and charging

The Provincie of Zeeland and municipal Vlissingen specified a feasibility study for a smart charging station for share electrical cars, scooters and bikes. Location train & ferry station in Vlissingen.

innovative lock

The Province of Zeeland specified the first sluwing ring drive to replace the panamawheel. This innovative solution increases the safety, life time and is low in energy use.

Circulair roundaboud

The Province of Zeeland specified the Environmental Cost Indicator to select a low solution asphalt (SMA). Reducing the transport for asphalt considerable (lowering CO2) and limites the amount of virgin materials (reuse of asphalt).

Sustainable Procurement 2021 – 2024 | Dashboard

The province of Zeeland has chosen to use the sustainable development goals (SDGs) as a compass to make positive impact with its purchases.

Central to the plan is securing Sustainable Procurement, both within the organization and beyond.

The plan was therefore drawn up in collaboration with market parties, knowledge institutions, policy officers and buyers from the Province of Zeeland, RWS and Zeeland municipalities.

For each project, the ambition level is determined in advance for the SDG impact. The results are monitored via the dashboard below. 

The SDG dialogues with more than 70 stakeholders have provided very concrete input to make an impact with our procurement. That is why we have decided to repeat the dialogues annually. The dialogues inspire and connect stakeholders.

SDG 3

The Province of Zeeland selected SDG 3 to make visible and measurable impact to ensure healthy lives and promote well-being for all. In tenders the projectleader can select from 3 levels:

Level 1 (fundamental): all suppliers need to make sure that no harmfull substances release to the air, water or soil during production, use or end of life stage.

Level 2 (significant): suppliers are challenged in the tender to maek the highest impact possible within the available budget.

Levele 3 (ambitious): the province and the suppliers will work together and collaborate with citizen to improve the air quality. For example using the ‘bike that measures the air quality during a school project’.

 

SDG 7

The Province of Zeeland selected SDG 7 to make visible and measurable impact to ensure access to affordable and reliable, sustianable energy. In tenders the projectleader can select from 3 levels:

Level 1 (fundamental): all energy for the buildings, infrastructure, company vehicles need to be from 100% dutch renewable energy.

Level 2 (significant): suppliers are challenged to find opportunities to generate renewable energy in the local area.

Levele 3 (ambitious): the province and the suppliers will work together to generate energy within the scope of the project.

SDG 9

The Province of Zeeland selected SDG 9 to make visible and measurable impact. In tenders the projectleader can select from 3 levels:

Level 1 (fundamental): all project need to use innovative solutions that have been proven to be ready for scale up within the budget.

Level 2 (significant): suppliers are challenged to test innovative solutions they have been developing.

Levele 3 (ambitious): the province and the suppliers will work together to develop new solutions or workproceses.

SDG 10

The Province of Zeeland selected SDG 10 to make visible and measurable impact to reduce inequality. In tenders the projectleader can select from 3 levels:

Level 1 (fundamental): all project need to check if it is feasibile to require a percentage for social return for work related tenders.

Level 2 (significant): suppliers are challenged to offer work experience places and internships.

Levele 3 (ambitious): the province and the suppliers will work together to start a pilot and work together with other organisations on best practices for inclusion.

SDG 11

The Province of Zeeland selected SDG 11 to make visible and measurable impact to make cities and villages inclusive, safe, resilient and sustainable. In tenders the projectleader can select from 3 levels:

Level 1 (fundamental): all projects need to use low energy solutions and dynamic lightning.

Level 2 (significant): suppliers are challenged to start a dialogue how to improve a quality of life aspect during the work.

Levele 3 (ambitious): the province and the suppliers will work together to integrate cycle and mobility hubs, art and cultural aspects.

SDG 12

The Province of Zeeland selected SDG 12 to make visible and measurable impact to ensure sustainable consumption and production patterns.  In tenders the projectleader can select from 3 levels:

Level 1 (fundamental): all projects need to minimize waste by making sure material is not burned and lost forever.

Level 2 (significant): suppliers are challenged to maximize the reuse of (local) materials.

Levele 3 (ambitious): the province and the suppliers will work together to test biobased materials, living labs or work on an LCA for the entire chain.

SDG 13

The Province of Zeeland selected SDG 13 to make visible and measurable impact to take urgent action to combat climate change and its impacts.  In tenders the projectleader can select from 3 levels:

Level 1 (fundamental): all projects need to incluse climate requirements of the MVI criteria tool.

Level 2 (significant): suppliers are challenged to buffer water, planting native trees and lowering the Carbon footprint of the project.

Levele 3 (ambitious): the province and the suppliers will work together to use emission free equipment and vehicles on the contruction site or define a climate adaptation living lab.

SDG 15

The Province of Zeeland selected SDG 15 to make visible and measurable impact to protect, restore and promote sustainable use of ecosystems and combat desertification and land degradation and biodiversity loss.  In tenders the projectleader can select from 3 levels:

Level 1 (fundamental): all projects need to incluse sustainable requirements for road side requirements in the MVI criteria tool.

Level 2 (significant): suppliers are challenged to limit the paved space and increase soil fertility. 

Levele 3 (ambitious): the province and the suppliers measure biodiversity and collaborate with NGOs and citizen to improve.
